Factbox: Obama outlines rules for armed drone strikes

WASHINGTON (Reuters) - In a wide-ranging speech on foreign policy on Thursday, President Barack Obama defended his administration's use of drones to kill terrorists abroad, and in a nod to concerns, outlined plans to limit the use of such strikes.

As described in a White House statement, the key elements of the president's policy for the use of force in counterterrorism operations outside the United States and outside a war zone are as follows:

* The United States will not use lethal force when it is possible to capture a terrorist.

* Lethal force may only be used to prevent or stop attacks against U.S. persons, never as a form of punishment or in lieu of prosecution.

* There must be a legal basis for using lethal force.

* The United States will only use lethal force against a target that poses a continuing, imminent threat to U.S. persons.

* There must be near certainty that a terrorist is present at the site of the strike and that non-combatants will not be injured or killed.

* There must be a judgment that the host government cannot or will not effectively address the threat.

* Decisions to capture or use force against terrorists are made at the most senior levels of the U.S. government, and senior national security officials will review the legality of proposed actions.

* If the United States considers an operation against a U.S. citizen, the Justice Department will review whether the action is consistent with U.S. laws and rights.

* Appropriate members of Congress will continue to be provided with updates when the use of lethal force has been approved, and congressional committees will be informed when action has been taken.

Ever since the Samsung Galaxy S4 “Google Edition” announcement at Google I/O last week, rumors have been circulating that HTC might follow suit with a vanilla version of its own flagship device. Recently, Russell Holly of Geek.com and Paul O’Brien of MoDaCo have chimed in with reports that such a device is on the way. Today we can confirm through our own sources that despite official denials, the “Google Edition” HTC One is indeed real, and will be announced in the next week or so.

American Cancer Society turns 100 as cancer rate declines

NEW YORK (AP) -- The American Cancer Society - one of the nation's best known and influential health advocacy groups - is 100 years old this week.

Back in 1913 when it was formed, cancer was a lesser threat for most Americans. The biggest killers then were flu, pneumonia, tuberculosis, and stomach bugs. At a time when average life expectancy was 47, few lived long enough to get cancer.

But 15 doctors and businessmen in New York City thought cancer deserved serious attention, so they founded the American Society for the Control of Cancer. The modern name would come 31 years later.

Cancer became the nation's No. 2 killer in 1938, a ranking it has held ever since.

Junior Dos Santos: The Road Back

UFC heavyweight Junior dos Santos?Once a champion, always a champion? is a common saying used in combat sports. And while it sounds nice for fighters who have moved beyond the scope of title contention?they are words that mean nothing to Junior dos Santos.

The heavy-handed Brazilian slugger wore the UFC heavyweight championship proudly during his reign atop the division. But after losing the strap in a lopsided loss to the man who he claimed the belt from in Cain Velasquez at UFC 155, ?Cigano? is on a mission to reclaim the belt he coveted. Only a select few have what it takes to become a UFC champion and the 29-year-old is determined to prove his time as the best heavyweight in the world was not simply a glimmer, but a position that can stand the test of time.

?It has already given me more motivation,? dos Santos said about the loss to Velasquez. ?I really want my belt back, and I am doing everything I can to make that happen. Having the belt means everything to me. My life now is all about becoming champion again.?

The first step on his journey back to title contention will come this Saturday night when he squares off with former K-1 champion and fellow knockout artist Mark Hunt at UFC 160. The bout with the ?Super Samoan? came to be after his original opponent, Alistair Overeem, pulled out of the fight with an injury. With the former Strikeforce heavyweight champion out of the picture, the stage was set for the unlikely contender in Hunt to get his day.

The situation was assisted by a lively Twitter campaign for the 38-year-old New Zealand native to get the fight. Scores of fans took to the social media outlet to petition UFC President Dana White to make the fight happen, and after a day of shaking up the Twitterverse, the showdown between two of the heavyweight division?s most prominent leather slingers became reality.

To up the ante, White also declared that dos Santos would earn a guaranteed title shot with a victory. Now, the former champion has a clear route back to the belt he?s eager to reclaim. The only thing standing between dos Santos and his goal is a brick-handed slugger who also has title aspirations.

?There is no pressure,? dos Santos replied when asked about the lingering title shot. ?That?s exactly what I want. I want my title back.

?[Hunt] is a very dangerous guy and I need to give this fight all of my attention to make sure I win. I really appreciate that Mark Hunt accepted this fight because I wanted to stay on the card at UFC 160. I am eager to get back in the cage, to get back to fighting. I was not myself last fight. I want to be back in that Octagon and back to winning.?

The bout between dos Santos and Hunt will feature two of the premier knockout artists in the heavyweight division. ?JDS? is widely regarded to have the best boxing skills in the sport and Hunt has proven credentials in the realm of kickboxing.

The stylistic matchup will be guaranteed fireworks when the cage door closes on Memorial Day weekend. There is nothing about Hunt the Brazilian is taking lightly. Where past opponents may have underestimated the 38-year-old in the past, that is not a mistake dos Santos is going to make. He?s prepared for everything the surging contender brings to the table.

?I think his wins have been the result of his skill,? dos Santos said. ?He really has a lot of power and he knows how to use it. I don?t see his success as a result of him being underestimated, but as the result of a lot of talent he has and knows how to use.

?I think my style is a little more agile, fluid,? dos Santos added about the stylistic differences.? ?I move around a lot, and wait for the right positioning before throwing my punches.?

In addition to being a number one contender bout for dos Santos, the fight also represents his chance to show what?s he?s learned from the last time he stepped into the Octagon at UFC 155. While losing his title has provided added motivational factors for him, it has also served an educational purpose as well.

He wants to show he?s a better fighter than the last time fans saw him inside the cage. And he?s more determined than ever to ensure the mistakes made in the past will not be repeated.

?I don?t know if I think it?s necessary, but I know that when it happens, you learn a lot,? dos Santos said about his first loss under the UFC banner. ?You learn more from defeat than from victory. I know in my case, I?m coming back stronger and better than ever.

Kristen Wiig Says Welcome to Me

"Saturday Night Live" buddies?Kristen Wiig and?Will Ferrel are at it again.

Wiig has signed to star in the upcoming comedy-drama "Welcome to Me," which will be produced by?Ferrell, Adam McKay and Jessica Elbaum, with Robyn Wholey as executive producer.?

It was previously reported that Ferrell will also appear in the film, but that hasn't been confirmed.?

Ferrell and Wiig are co-starring in McKay's upcoming "Anchorman 2: The Legend Continues."

"Welcome to Me" centers on?Alice (Wiig), a woman who suffers from dissociative personality disorder. When she wins the lottery, Alice invests it in an endless cable access talk show about herself, alienating her friends and family in the process.

Shira Piven ("Fully Loaded") is directing from a screenplay by Eliot Laurence.?Wiig is also a producer. The film?will begin shooting?this summer?in California.?

After starring in the comedy smash "Bridesmaids," Wiig has maintained a relatively low profile on the big screen. However, she'll soon pick things up, starring in "Anchorman 2," "The Secret Life of Walter Mitty," "Freezing People is Easy," and lending her voice to "Despicable Me 2."

Words are powerful. They can cut you, heal you, inspire you, and stop you from certain actions. Learning the language of?a strong, healthy relationship or marriage?takes time and diligence, but saying some words regularly may cause irreparable damage.

Here are five words that are destined to cause damage to your relationship or marriage.

1.? ?Never.??

?Never? implies a sense of hopelessness and finality. When you use ?never,? you?re telling your spouse that they are no good, will never be any good and that there?s no hope for change. It?s an all-or-nothing phrase that does not lend itself to listening, compromising and creating good will.

2.??Always.??

?Always? implies a sense of rigidity and righteousness. When you use ?always,? you?re telling your spouse that they are wrong, you are right, and that there?s nothing that can be done about it. It?s also an all-or-nothing phrase, and it does not lend itself to understanding, learning, or healing.

3.??But.??

?But? implies a sense of manipulation and a lack of integrity. When you use ?but,? you negate whatever was said before. It invalidates your message and turns a positive statement into a negative one. It?s a conjunction that does not lend itself to building trust, credibility and intimacy. Similar words to avoid include ?however? and ?although.?

4.??*#%&.??

Use your imagination and fill in the blanks and what you?re left with is a vulgar, obscenity-laced attack. Any way you look at it, attacking your spouse by name-calling will cause irreparable damage. Doing this regularly will surely destroy your spouse?s soul and kill the marriage. Outright contempt has no place in a marriage.

5.??Divorce? or ?Breakup.??

Threatening to divorce or break-up, suggesting divorce as an option, or accusing your spouse of destroying the?marriage?will lead to just that. A divorce is a very serious decision, and using it as a weapon or method of control creates anxiety and despair. It?s not conducive for effective communication, conflict resolution, problem solving, or intimacy.

Take the time to think about the impact of your words before you speak to your spouse. Consider what you want to create with the communication. Create a powerful and loving intention rather than one that is meant to hurt, control, scare or push away the person youlove.

Find words that are conducive to creating intimacy. These might include phrases like, ?I notice that when I [blank], you react by [blank].?When you do [blank], I feel [blank].?It would mean a lot to me if you would [blank], because when you do, I feel [blank].? And: ?I want our marriage to feel good to both of us. How can we approach things in a way that makes us both feel heard, appreciated, accepted, and?loved??

Learning new ways of communicating and relating to each other is not easy.?Couples?get trapped into certain ways of relating that have been established early on in the relationship.
